It can if you're not careful during application. Keep the gel off your skin and away from your collar while you're working it in. Once it's distributed through your hair and dry, transfer risk drops significantly.

Does Depot No. 307 Black Gel provide permanent grey coverage?

No. It's temporary — washes out with shampoo. It blends grey while you style, but it's not a dye. Every wash resets it.
